The check waits for all nine digits, then asks. Three presets are set up to come back three different ways, because a checker you have only seen succeed is a checker you have not seen.
Source: IRS exempt-organization data, the Business Master File plus Pub 78 deductibility and the auto-revocation list, read through ProPublica’s Nonprofit Explorer. Every verdict carries the official IRS record link so anyone can confirm it by hand. A lookup that cannot reach the source says so and never blocks an employee from logging hours.

The remainder is arithmetic over this year’s requests rather than a stored balance, so it resets on 1 January with nothing to run. Two requests that would each fit cannot both pass: the check happens inside the transaction.
